U.S. Small Business Administration
The U.S. Small Business Administration (SBA) announced today its Business Recovery Centers (BRCs) in Tennessee will be closed on Monday, Jan. 15, in observance of the Martin Luther King Jr. Day Holiday, normal operations will resume Tuesday, Jan. 16 at 8 a.m. SBA also encourages businesses of all sizes, private nonprofit organizations, homeowners, and renters to apply for a disaster loan for physical damage before Feb. 12 deadline.

Residential FEMA Approved Debris Clean-up, Post Tornado
In the aftermath of the recent tornado on December 9, our community faces the challenging task of debris removal. FEMA has set specific guidelines for this process, and we are seeking the support of our community to assist in the cleanup. To expedite our recovery efforts, we ask that this task be accomplished within the next 30 days.
For residents living outside the City of Clarksville limits whose homes were damaged, the Montgomery County Highway Department will pickup the following types of debris; electronics, appliances, construction materials, and vegetative waste, through February 5, 2024. It is important to note that food products are considered part of household garbage and must be removed from appliances before pickup. To facilitate an efficient cleanup, residents are requested to separate items according to the following FEMA categories, placing the debris near the road away from live trees, hydrants, and meters without blocking the roadway:
- Electronics: as televisions, computers, stereos, phones, DVD players
- Large Appliances: Refrigerator, washer/dryer, air conditioner, stove, water heater, dishwasher
- Construction debris: Building materials, drywall, lumber, carpet, furniture, plumbing
- Vegetative debris: Tree branches, leaves, logs, plants
Additionally, there are two other debris categories handled by homeowners inside and outside the City limits.
Household Hazardous Waste (HHW): Oil, batteries, pesticides, paint, cleaning supplies, compressed gas may be delivered to the Main Landfill at 3212 Dover Road from Tuesday, January 16 through Friday, February 2 from 7 a.m. to 4 p.m.
Only those directly impacted by HHW will be accepted during this temporary collection. Please provide a form of address verification. HHW products should be placed upright in boxes, crates, totes or crates. No charges will be incurred for storm related HHW.
Household garbage: Bagged garbage, discarded food, paper, packaging is disposed of at the landfill or a Bi-County Convenience Center by the homeowner or a private hauler. Household garbage should NOT be near the road and will NOT be hauled by the City or the County.
Rodney Grimsley, Montgomery County EMA Deputy Director, emphasizes the importance of proper sorting to expedite debris removal, acknowledging the community's hard work in moving debris to the roadside and highlighting the next crucial step in the cleanup process.

What Kind of Assistance is Available?
FEMA may be able to provide help for uninsured or underinsured costs. File your insurance claim, then apply to FEMA. Types of assistance available include:
- Rental Assistance: Financial help for rent if your primary residence was made uninhabitable by the disaster. The assistance includes essential utilities such as electricity and water.
- Housing Assistance: Financial help for repairs to structural parts of your home, such as windows, doors, floors, walls, ceilings, cabinets, heating, ventilation and air-conditioning system, utilities, well and septic system.
- Other Needs Assistance: Financial assistance for other disaster-related items such as appliances, furniture, dental or medical expenses, funeral, and burial costs.
FEMA Teams in Communities
FEMA Disaster Survivor Assistance teams are going door-to-door in affected neighborhoods to help individuals apply for federal assistance.
Team members wear FEMA attire and have federal photo identification badges.
There is no charge for service. If you suspect fraud or fraudulent activity, call your local police or sheriff’s office or call the FEMA Helpline at 800-621-3362.
Disaster Unemployment Assistance
Disaster Unemployment Assistance is available for residents of Davidson, Dickson, Montgomery and Sumner counties whose employment or self-employment was interrupted due to the Dec. 9 severe storms and tornadoes.
Apply for disaster unemployment at Jobs4TN.gov or by calling 877-813-0950 from 8 a.m. to 4:30 p.m. CT Monday through Friday. The deadline to apply is Jan. 16, 2024.

FEMA and the state may provide disaster assistance to:
- U.S. Citizens
- Non-citizen nationals
- Qualified non-citizens

How to Appeal Eligibility Decision
If you receive a letter from FEMA saying you are ineligible for assistance, FEMA may need more information. You can appeal the decision and provide the information.
FEMA’s Individuals and Households Program (IHP) provides financial assistance to eligible survivors of the Dec. 9, 2023 storms and tornadoes. FEMA cannot provide assistance for losses covered by insurance. If your insurance does not cover all your losses, or is delayed, you may be eligible for help from FEMA.
If you are determined ineligible for assistance, FEMA will provide a letter explaining why you did not qualify and an opportunity to appeal the decision.
The Appeal Process Appeals must be in writing. In a signed, dated letter, explain the reason(s) for the appeal and include:
- Applicant’s full name
- Disaster number (DR-4751-TN)
- Address of the pre-disaster primary residence
- Applicant’s current phone number and address
- The FEMA application number on all documents
If someone other than an applicant or co-applicant writes the appeal letter, that person must sign it and provide FEMA with a signed statement authorizing the individual to act for the applicant.
Appeals must be postmarked within 60 days of the date noted on the determination letter. Appeal letters and supporting documents may be uploaded to your personal FEMA online account. To set up an account, visit DisasterAssistance.gov and follow the directions.

Disaster Recovery Center Opens in Davidson County
A Disaster Recovery Center will open at noon today at Nashville State Community College North Davidson Campus, 1520 Gallatin Pike North in Madison. Effective Friday, operating hours will be 8 a.m. to 4:30 p.m. Monday-Friday until further notice.
Two other centers are operating:
Davidson County: Madison Church of Christ parking lot, 106 Gallatin Pike N., Madison, 8 a.m. to 4 p.m., closing permanently at 4 p.m. today, Feb. 8.
Montgomery County: Clarksville-Montgomery County Public Library, 350 Pageant Lane #501, Clarksville; 9 a.m. to 8 p.m. Monday-Thursday; 9 a.m. to 6 p.m. Friday-Saturday, closed on Sundays.
Specialists from Tennessee Emergency Management Agency, FEMA and the U.S. Small Business Administration (SBA) are available to provide help to people with losses from the Dec. 9, 2023, storms and tornadoes.
Any resident of Cheatham, Davidson, Dickson, Gibson, Montgomery, Stewart or Sumner County who had uninsured losses from the tornadoes can visit any operating center.
A Few Days Remain to Apply for FEMA Assistance
Don’t wait. The deadline to apply for FEMA assistance after the Dec 9, 2023, storms and tornadoes is Feb. 12, 2024. Homeowners and renters who sustained damage or losses from the storms and live in Cheatham, Davidson, Dickson, Gibson, Montgomery, Stewart or Sumner County may be eligible for financial assistance for temporary lodging, basic home repairs, personal property losses and other uninsured disaster-related expenses. Call toll-free 800-621-3362, go online to DisasterAssistance.gov, download the FEMA App or visit a Disaster Recovery Center. The phone line is open daily, and help is available in most languages. If you use a relay service such as VRS, captioned telephone service or others, give FEMA your number for that service.
More than $3.6 million has been approved for 1,892 Tennessee households.

Understanding Your Letter From FEMA
After you apply for assistance, you will receive a letter or email from FEMA. The letter will explain your application status and how to respond. It is important to read the letter fully because it will include the amount of any assistance FEMA may provide and information on the appropriate use of disaster assistance funds. You may need to submit additional information or supporting documentation for FEMA to continue to process an application for financial assistance. Examples of missing documentation may include proof of insurance coverage, settlement of insurance claims, proof of identity, proof of occupancy, proof of ownership or proof that the damaged property was your primary residence at the time of the disaster. SBA Disaster Loans
The U.S. Small Business Administration (SBA) offers low-interest disaster loans for homeowners, renters, businesses and nonprofit organizations to cover losses not fully compensated by insurance and other sources. Apply online at SBA.gov/disaster. Loan information and applications can also be obtained by calling 800-659-2955. If FEMA refers you to the SBA, it is important to submit the disaster loan application. If approved, you do not have to accept a loan but failure to submit the application may disqualify you from other possible financial assistance from FEMA and the state of Tennessee. SBA is operating Business Recovery Centers at Clarksville-Montgomery County Regional Planning Commission and Hendersonville Area Chamber of Commerce. SBA has approved $1.5 million in disaster loans to date. The deadline to apply for a physical property disaster loan is Feb. 12, 2024.
